State support for LTC in Scotland
Unlike the rest of the UK, the Scottish Parliament decided it would introduce free personal care as well as free nursing care from July 2002.
Personal care has been defined as all types of care service that do not need to be delivered or supervised by a registered nurse (which is nursing care) or are not of a domiciliary nature like assistance with cleaning the house, washing clothes, ironing etc.
This free personal care, to the value of £145 per week, is for individuals who are 65 and over and is available for care in a care home and for care at home.
The free nursing care is a flat rate of £65 per week for self-funders and, as well as the personal care payment, is paid direct to the care home through a contract with the local authority.
However, the Attendance Allowance is not available to people in a care home if they benefit from the personal care payment.
Conclusion
Scottish residents will still have to pay significant care costs in some circumstances. They will though be in a much better position than residents of other countries in the United Kingdom.
